ANRF : Prime Minister Narendra Modi convened the first meeting of the Governing board of Anusandhan National Research Foundation. This foundation has been established with Anusandhan National Research Foundation 2023 Act. The ANRF has a aim to grow and promote R&D which is Research and Development and foster a culture of research and innovation throughout India’s universities , colleges and R&D laboratories . ANRF will act as an apex body to provide high-level strategic direction of scientific research in the country as per recommendations of the National Education Policy (NEP). With the establishment of ANRF, the Science and Engineering Research Board (SERB) established by an act of Parliament in 2008 has been subsumed into ANRF.
ANRF : Status of Research and development Sector :
1.Gross Expenditure on R&D : India’s GERD increased from ruppees 6,01,968 million in 2010-2011 to ruppees 12,73,810 million in 2020-21.
- R&D investment as per GDP is 0.64%; China with 2.4%, Germany 3.1%, US(3.5%).
- Investment in R&D : Total Investment reached 17.2 Billion Dollar, 9.4 billion dollar was invested in the government sector – DRDO , Department of Space , ICAR and Department of Atomic Energy.
- India’s 3rd rank globally :Produces about 40,813 Phd’s annualy.
- India’s 3rd rank in research publications in 2022 with about 3,00,000 publications.
About ANRF : Anusandhan National Research Foundation :
- It was established under Anusandhan National Research Foundation act of 2023.
- NEP – National Education Policy 2020 – It was established by the recommendation of National Education Policy(NEP).
- ANRF will act as an apex body to provide high-level strategic direction of scientific research in the country.
- Its aim is to seed , grow and promote the research and development in schools, colleges, universities and various government departments.
- Science and engineering research board : SERB was established by an act of Parliament 2008.
Governing Board of ANRF :
- It is headed by the Prime Minister of India.
- Its vice Presidents will be the Union Ministers of Science and Technology and Education.
- Its member secretary will be Principal Scientific Advisor.
- Secretaries to the department of Science and technology , Biotechnology and Scientific and industrial research .
Executive Council of Anusandhan National Research Foundation :
- Chairman : The chairman of Anusandhan National Research Foundation will be Principal Scientific Advisor.
- Functions : The functions will be considering the applications for the grant and preparing budget of the foundation and maintaining ita accounts.
Key Initiatives announced at Anusandhan National Research Foundation meet :
- Partnerships for Accelerated Innovation and Research (PAIR) : Pairing universities where research is at nascent stage with top tier established institutions for mentorship in hub and spoke mode.
- Mission for advancement in High Impact Areas (MAHA) : To support priority driven , solution focused research in priority areas like EV mobility , Advanced materials , solar cells , Health and medical technology etc.
- ANRF Centre of Excellence : ACE to establish world-class research centres with substantial funding support.
